The basis for special educational support is the existence of an individual need for special educational support. In Lower Saxony, inclusive schools were introduced on a mandatory basis at the start of the 2013/14 school year.

It provides pupils with barrier-free and equal access to schools in Lower Saxony. Parents of pupils in need of special educational support are given the right to choose whether their child should attend a mainstream school or a special school. They receive comprehensive advice from the schools and the Lower Saxony State Education Authority.
