This is a public meeting at which the new council will be formed as the highest political governing body.

Once the members of the Council have been sworn in, the Chairman of the Council and his deputy are elected. Only then is the Council fully capable of acting as a body. Among other things, the constituted political groups and the seating plan are then announced and the rules of procedure of the Council, the Administrative Committee, the Council committees and the local councils are adopted.
An important item on the agenda of the constituent meeting is the formation of the Administrative Committee as a body of the City of Salzgitter. The council appoints the aldermen from among the council members.
In addition, the honorary representatives of the Lord Mayor are elected and the order of representation is determined, the council committees are formed and the committee chairs are allocated.
The city council is the most important and highest municipal body to emerge from a Kommunalwahl. Salzgitter's citizens have been called to the ballot box a total of 18 times since the Federal Republic of Germany was founded to elect a new council.
The number of council members to be elected is based on the number of inhabitants. There were 46 councillors to be elected for the Salzgitter City Council.
The directly elected mayor is also entitled to vote on the council.
