The building was financed entirely by donations from the local community. At the time, the citizens' association estimated the total costs at around €150,000. The Lord Mayor, Council and South Local Council expressly welcomed and positively supported this voluntary project.
After completion, the citizens' association maintained the graduation pavilion, which was built on municipal land, and ensured that it could be used at all times. An essential part of the maintenance was the voluntary work of the association members. Lord Mayor Frank Klingebiel: "The members of the civic association, especially Jürgen Prokop, deserve great thanks and respect for this extraordinary voluntary commitment."
As maintenance can no longer be guaranteed in the long term, both financially and in terms of personnel, the civic association asked the Lord Mayor in May 2021 for the City of Salzgitter to take over the upkeep and maintenance of the graduation pavilion. Mayor Frank Klingebiel says: "The construction of the graduation pavilion by the citizens' association has led to a significant enhancement of the rose garden in Salzgitter-Bad. For the image of Salzgitter-Bad as a state-recognized place with a brine spa, the graduation pavilion is an indispensable building block that is also of great importance for tourist marketing. This result of outstanding civic commitment must be preserved at all costs."
For this reason, Lord Mayor Frank Klingebiel is proposing to the Salzgitter City Council that the Gradierpavillon be taken over and maintained by the citizens' association. The draft resolution will be discussed on February 9 in the South Local Council and a final decision will be made at the council meeting on February 22 after consultation in other specialist committees. The management of the graduation pavilion was already taken over by the municipal management company (SRB) at the end of 2021. Cleaning and structural maintenance are to be carried out as far as possible by the company's own staff and, if necessary, by commissioning third parties. The SRB is on site at least three times a week.
Technical maintenance will be carried out by the municipal Bäder, Sport und Freizeit Salzgitter GmbH (BSF). The SRB and BSF will conclude a corresponding contract.
