The existing shelters in Salzgitter are owned by the Federal Real Estate Agency. There are currently no functional shelters in Salzgitter.
Following the terrorist attacks in the USA in September 2001 and the flooding of the Elbe in 2002, civil protection was geared towards modern threat scenarios as part of a "New Strategy for the Protection of the Population" agreed between the federal and state governments. The threat posed by natural disasters and terrorism also required a rethink in the area of structural civil protection. In 2007, the federal government therefore decided, in agreement with the federal states, to abandon the construction of public shelters and to dismantle the facilities.
The reversal of the public shelters was halted by the Federal Ministry of the Interior in a decree dated March 17, 2022. The public shelters that have not yet been reversed as of this date are currently the subject of an inventory with the aim of determining the current condition of the facilities in order to assess their current suitability as shelters. It is not yet possible to say whether former shelters in Salzgitter will be put back into operation, as a decision has not yet been made.
There are currently no shelters within the meaning of the Civil Protection and Disaster Relief Act (ZSKG) in the city of Salzgitter.
First City Councillor and Head of the Fire Department Eric Neiseke emphasizes:
"Protection against war-related dangers (so-called civil defense) is the responsibility of the federal government according to the Basic Law. Municipalities, which are already financially burdened by the fulfillment of mandatory tasks, have no financial leeway for the construction, maintenance or recommissioning of bunkers and shelters. This also applies to the city of Salzgitter. Apart from that, none of the former bunkers in the city area are owned by the city."
