Frank Klingebiel was born in Salzgitter on June 9, 1964.

After graduating from Salzgitter-Bad grammar school in 1984, he embarked on a career in the senior civil service of the Federal Property Administration and graduated with a degree in finance in 1987. Following his training, he worked at the Federal Property Office in Soltau. After completing his basic military service (1988-1989), Frank Klingebiel then worked for the district of Goslar from 1989 to 1994, from where he moved to the Lower Saxony Ministry of Economics, Technology and Transport in 1994. From 1997, he worked at the Lower Saxony Ministry of the Interior and Sport, and from 1999 onwards, he was responsible for the management and distribution of the demand allocation fund, as well as the highest financial supervision of Lower Saxony's municipalities, joint municipalities and districts.

In 2006, as a CDU candidate, he reached the run-off in the election for the office of Lord Mayor of the city of Salzgitter. He won this against the then incumbent Helmut Knebel on September 24, 2006 with 51.7% of the vote. Klingebiel was sworn in as Lord Mayor on November 1, 2006.

Frank Klingebiel is married and has two children. He is involved in clubs in Salzgitter and is a recreational sportsman. One of his interests is the promotion of young sporting talent, for example as a youth soccer coach. Frank Klingebiel is also a member of a cabaret club in Salzgitter.

The office of Lord Mayor is associated with numerous tasks, which are regulated in the Lower Saxony Municipal Constitution Act (NKomVG).

As the so-called "chief administrative officer", Lord Mayor Frank Klingebiel is the highest superior of the approximately 1,700 municipal employees and makes all important decisions within the scope of ongoing administrative business. This task is referred to as organizational and personnel sovereignty.

Another important task is the preparation of the resolutions of the Administrative Committee and their implementation. He is also responsible for the legal control of the resolutions of the Council and the Administrative Committee.

As part of his duty to provide information, Frank Klingebiel, as Lord Mayor, must ensure that citizens are informed about important issues affecting the City of Salzgitter. He must also inform the state government about important developments.

He represents the city externally in legal and administrative transactions as well as in court proceedings. In addition, he has a representative function, whereby he is supported by two honorary mayors.
