In principle, it only authorizes the acquisition, transfer and handling (with the exception of manufacture) of the explosive substances listed in the permit. These are generally

• Black powder for muzzle loading
• Firecracker powder for firing firecrackers
• Nitrocellulose powder for loading and reloading cartridge cases

The permit is valid for five years and is issued for a certain maximum quantity of explosive substances. This depends on the local conditions (storage location) of the applicant.

The reliability under explosives law is checked by the competent authority before the permit is issued. The expertise for handling black, firecracker or nitrocellulose powder can be acquired in training courses.

Prerequisites are a clearance certificate, reliability, expertise, need and, if applicable, a suitable storage facility. At the start of the course, a so-called clearance certificate must be submitted to the course provider, which is issued by the competent authority and must be applied for approx. 4 to 6 weeks before the start of the course.
