A parking barrier is necessary if the loading and unloading of a moving truck cannot be carried out without disrupting traffic. This is the case if the move is taking place in an area where

• a no-stopping or no-parking zone applies,
• parking is permitted (e.g., in parking lots—including shoulders—in resident-only parking zones, or in short-term parking zones)
• there is a pedestrian zone
• the sidewalk is fully or partially obstructed or blocked, e.g., by a furniture lift.

The responsible authority will issue an order after an application is submitted. This order contains instructions on how the area in question is to be marked. The relevant traffic signs (no-stopping signs) may only be erected after the order has been received. No-stopping signs can be borrowed from the responsible authority or from specialized companies (traffic engineering), freight forwarders, and, if applicable, the municipal depot.

Parking spaces may not be reserved arbitrarily on public streets without prior authorization (for example, by placing trash cans).
Other road users are not required to yield to unauthorized reservations.
