Applications submitted by minors must be approved in writing by both parents (as long as they share custody). In the case of unmarried or divorced parents, consent may be given by the parent to whom the family court has granted sole parental responsibility for the child. The family court’s order must be submitted with the application.

To obtain a passport for a minor, both parents must apply if they share custody and live together. Only one parent may submit the application if the other parent’s consent is confirmed in writing.

Starting at age 6, fingerprints must be taken to issue a passport for a minor.
