If you plan to purchase a property, obtaining a resident certificate will give you greater financial planning certainty.

The following fees and contributions may apply:

• Development contributions (Sections 124 et seq. of the German Building Code (BauGB)), road improvement contributions (Section 6 of the Lower Saxony Municipal Tax Act (NKAG))
• Cost reimbursement amounts under nature conservation law (Section 135a BauGB)
• Redistribution compensation payments (Section 64 of the BauGB)
• Compensation contributions (Sections 154 et seq. BauGB) in urban redevelopment areas
• Compensation payments under soil protection law for properties that have been remediated of contaminated sites (Section 25 of the Federal Soil Protection Act (BBodSchG))
• Compensation payments for parking space obligations (Section 47a of the Lower Saxony Building Code (NBauO))
• Contributions based on services provided by water and wastewater associations
• Soil sealing fees
• Forest conservation fees

The resident certificate is issued by the competent authority.

• An informal application stating the address of the building owner and the address of the property to be developed
• Proof of ownership of the property (copy of the land registry entry)
• Preliminary building permit application (copy, if available)
• Extract from the cadastral map (copy)
