Anyone who wants to fish in Lower Saxony will, in many cases, need a fishing license. While it is not strictly required under fishing laws, most fishing rights holders make it a prerequisite for issuing a fishing permit.

If you wish to fish in inland waters where you are not the fishing rights holder or leaseholder, you will need—in addition to your fishing license or ID card—a certificate issued by the rights holder stating that you are permitted to fish (fishing permit). The same applies to the Lower Saxony coastal waters of the Weser River.

The fishing permit (fishing license) must be obtained from the owner or leaseholder of the body of water. Local fishing associations can often answer questions regarding this.

• Proof of passing an exam to become a professional fisherman

• Identification card
