Planning approval procedure: New construction and operation of the Salzgitter industrial pipeline

Announcement of the planning approval procedure for the project "For the new construction and operation of the 380 kV overhead line Liedingen - Bleckenstedt/Süd (Salzgitter industrial line)".

TenneT TSO GmbH from Bayreuth (project developer) has applied to the Lower Saxony State Authority for Road Construction and Transport for a planning approval procedure for the project "For the new construction and operation of the 380 kV overhead line Liedingen - Bleckenstedt/Süd (Salzgitter industrial line)".

There is a statutory obligation to carry out an environmental impact assessment (EIA) for the project.

Land in the following municipalities and districts is required for the project and the measures associated with the project, including the compensatory and replacement landscape conservation measures:

  • Municipality of Vechelde: districts of Liedingen, Köchingen, Vallstedt, Wierthe, Alvesse
  • City of Salzgitter: districts of Üfingen, Sauingen, Bleckenstedt

Subject of the planning approval procedure

The subject of this planning approval procedure is the new construction of the 380 kV overhead line Liedingen - Bleckenstedt/Süd (LH-10-3046), individual measure Vechelde - Salzgitter with a total line length of approx. 10.7 kilometers. The planning approval procedure also covers the conversion of the 380 kV Wahle - Lamspringe line, which will be split into the two 380 kV lines Wahle - Liedingen (LH-10-3049) and Liedingen - Lamspringe (LH-10-3050), including the dismantling of the section of the 380 kV Wahle - Lamspringe line affected by this, as well as the conversion of the 220 kV Gleidingen - Hallendorf line (LH-10-2029) between pylon 8 and pylon 9.

The planned Liedingen substation and the planned Bleckenstedt/Süd substation are not the subject of the planning approval procedure, but will be approved in separate approval procedures.

Course of the planned pipeline construction

The planned 380 kV line Liedingen - Bleckenstedt/Süd (Salzgitter industrial line) runs from the Liedingen switchgear - yet to be built - in a south-easterly direction for approx. 5 km.

It first crosses the L475 state road between Köchingen and Vallstedt, then crosses the Bodenstedter Bach stream and the Dummbruchgraben ditch before crossing the K55 district road between Wierthe and Alvesse.

To the east of Alvesse, the overhead line swings to the south, crossing the Groß Gleidingen - Hildesheim railroad line and then, to the north of the Alvesse mill, the 220 kV Gleidingen - Hallendorf overhead line (TenneT) and the 110 kV Gleidingen - Haverlahwiese overhead line (Avacon Netz GmbH).

After bypassing the Alvesse mill to the east, the L615 is crossed between Alvesse and Salzgitter-Üfingen. Continuing in a straight line in a southerly direction, the overhead line runs past the eastern edge of the Schacht Konrad wind farm towards the A39 federal highway.

The overhead line crosses the A39 southwest of the Salzgitterhüttenblick service area and then the K36 and the K14 west of Bleckenstedt. Shortly before the railroad line to the Konrad shaft, the Salzgitter industrial line swings in a south-easterly direction, crosses the railroad line and then the K12 between Bleckenstedt and Hallendorf. Between the K12 and the Salzgitter branch canal, the overhead line connects to the planned Bleckenstedt/Süd substation.

Design times and locations

Publication time and place on the NLStBV website

The planning approval documents will be published from 02.01.2023 up to and including 01.02.2023
under the title "380-kV-Leitung Liedingen - Bleckenstedt/Süd" on the website of the Lower Saxony State Authority for Road Construction and Transport (NLStBV ) (opens in a new tab)for general inspection.

Pursuant to Section 3 (1) of the Planning Security Act (Planungssicherstellungsgesetz - PlanSiG), the publication of the documents is replaced by publication on the aforementioned website. The content of the documents published there is authoritative.

Publication of the documents also means that the public can be consulted on the environmental impact of the project in accordance with Section 18 and Section 19 UVPG.

Exhibition period in the town hall of Salzgitter

The documents are also available for general inspection during office hours at the City of Salzgitter, Joachim-Campe-Straße 6-8, 38226 Salzgitter, Town Hall Room 10.16 (contact Ms. Runge, telephone number 05341 / 839-4098) as an additional source of information in accordance with Section 3 (2) sentence 1 PlanSiG:

Mondays to Wednesdays: 9 a.m. to 3 p.m.
Thursdays: 9 a.m. to 12 p.m. and 2 p.m. to 6 p.m.
Fridays (and before public holidays): 9 a.m. to 12 p.m.

The application documents can only be inspected after making an appointment by telephone
by telephone on 05341 / 839-4098.
Costs arising from the inspection cannot be reimbursed.

After the design period

In addition, the plan is also available on the website of the central EIA portal of the state of Lower Saxony https://uvp.niedersachsen.de (opens in a new tab) via the path "EIA categories - line installations and comparable installations" under the title "Neubau und Betrieb der 380-kV-Leitung Liedingen - Bleckenstedt/Süd" even beyond the design period.

Who can comment by when?

Any person whose interests are affected by the project may comment on the planning. The statement must identify the interests asserted and the extent to which they are affected.

Recognized associations pursuant to Section 3 UmwRG whose statutory remit is affected by the project are given the opportunity to inspect the documents by publication on the Internet; they may submit comments on the plan.

The comments (objections and statements) must be submitted in writing or - by prior appointment - for recording to the municipality of Salzgitter, Joachim-Campe-Straße 6-8, 38226 Salzgitter or the Lower Saxony State Authority for Road Construction and Transport, Department 41 - Plan Approval, Göttinger Chaussee 76 A in 30453 Hanover by 01.03.2023 inclusive.

The date of receipt is decisive. Any comments received before 02.01.2023 will be rejected as inadmissible.

Objections must be signed by hand.
A simple email does not fulfill the statutory written form requirement.
Acknowledgements of receipt will not be sent after receipt of the objection.

Upon expiry of the deadline for comments, all comments not based on special private law titles are excluded for this planning approval procedure, Section 21 (4) UVPG.
