Due to their nature or operation, parts of facilities may cause harmful environmental impacts or otherwise endanger, significantly disadvantage, or cause a nuisance to the general public or the neighborhood.

If you wish to construct or operate a facility, you need a partial permit from the competent authority. A partial permit may be applied for and granted if full approval for the proposed facility has not yet been granted, but the following conditions are met:

• There is a legitimate interest in the issuance of a partial permit,
• the permit requirements for the subject matter of the partial permit have been met, and
• a preliminary assessment indicates that there are no insurmountable obstacles from the outset regarding the permit requirements that would prevent the construction and operation of the entire facility.
