Under certain conditions, the forest authority can demand a forest conservation levy if a replacement measure cannot be carried out because land is required for its implementation that cannot be procured or can only be procured at disproportionate expense. The amount of the forest conservation levy is based on the costs that the forest owner would have to incur for replacement afforestation, cultivation and land acquisition. The forest authority should use the forest conservation levy for initial afforestation; in exceptional cases, it can use the levy for other silvicultural measures to strengthen the ecosystem.
