It will be handled by the "Entwicklungsgesellschaft Salzgitter Watenstedt". The company is provided with at least € 1 million per year to purchase the residential properties. The purchase price is based on the ownership structure of the property to be acquired before or after the cut-off date of September 30, 1998 (Council resolution on the Wat 7 development plan, Salzgitter-Watenstedt, local area).
The district of Salzgitter-Watenstedt is characterized by unfavourable urban development and immission control conditions. These particular environmental conditions have impaired the residential situation since the existence of (heavy) industry and, as a result, have led to some unattractive building developments and social problems. In order to find an amicable solution to the conflict between the residents of the district and the large-scale industrial interests, the city of Salzgitter undertook a re-planning of the area and a legally binding B-Plan designation as a commercial area (GE) back in 1998.
As part of a model development, the administration has oriented itself towards the residents of the SZ-Watenstedt district. The general objectives are security, time, flexibility and compensation. However, very different initial situations and histories of the homeowners must be taken into account.
For example, residents who are not deeply rooted in the area want to leave as soon as possible. Their goals are speed, maximum return and a sale process that is as unbureaucratic as possible. Young families can imagine leaving the place in the next few years with careful planning. What matters to them is security, time, money and predictability. Deep-rooted and mostly older residents want to leave the town in a guaranteed but self-determined manner.
From the administration's point of view, it can be clearly deduced from these exemplary interest groups that the transfer of ownership of the residential properties will take a long time. The administration assumes that this will take until 2030.
