With this urban development programme, the federal government and the state of Lower Saxony support the stabilization and upgrading of urban, economically and socially disadvantaged and structurally weak urban and rural districts. The basis for the redevelopment measures implemented in the eastern and western estates is the final report of the preparatory study, which was adopted by the city council on December 15, 2004 with the redevelopment statutes, in conjunction with the respective updates of the integrated action plan.
In addition to a large number of modernization and repair measures in the building stock of private owners, major projects such as the Roxy-Helco playground, the community needs facility "ARCHE 4", Martin-Luther-Platz and the neighbourhood park at the Am Ziesberg elementary school have also been implemented over the past 18 years. In addition, numerous road construction measures were implemented during the redevelopment period for which no development contributions were payable. These measures implemented as part of the redevelopment have made the eastern and western estates more attractive and improved the quality of life.
As these implemented measures were financed with public funds and, in addition to the elimination of urban development and socio-cultural deficits, are often accompanied by a corresponding stabilization or increase in land value, the legislator has obliged the municipalities to involve the owners of the properties located in the redevelopment area in the costs incurred for the redevelopment and to levy so-called "compensation amounts". The corresponding regulations can be found in §§ 154 ff. of the German Building Code (BauGB).
This compensation amount is used to offset the increase in land value that has already occurred as a result of the redevelopment measures in previous years and will continue to occur as a result of measures in future years until the (partial) completion of the redevelopment process.
Due to the ongoing implementation of the redevelopment objectives and the expiry of the implementation period for the renewal measure, the City of Salzgitter is now starting to levy the compensation amounts in the area of the 1st partial revocation (Kattowitzer Platz/Beethovenstraße/Elbestraße area), which has already been completed.
