The permit for the cross-border transfer of firearms or ammunition into the area of application of the Weapons Act, into other member states of the European Union or into Switzerland is issued by the competent authority.

The competent authority can only issue the corresponding transfer permit if the competent authority of the country of destination has given its prior consent, i.e. an import permit has been issued by the latter.

• Firearms Dealer License or Firearms Manufacturer License
• Proof of safe transport (see No. 31.2 in conjunction with 29.3 of the General Administrative Regulation on the Firearms Act (WaffVwV))
• The applicant must provide the following information:
  • Name and address of the company,
  • phone or fax number,
  • First and last names,
  • Place and date of birth of the holder of the permit pursuant to Section 21(1) of the Firearms Act (WaffG)
  • Recipient Member State
  • Type of firearms and ammunition

When firearms or ammunition are transported within the European Union to a firearms dealer in another Member State by, or on behalf of, a holder of a permit pursuant to Section 31( 2 of the WaffG, a declaration referring to the permit certificate specified in paragraph 1 may be carried in lieu of said permit certificate. The declaration must be made on the official form provided for this purpose and must contain the following information:

• the names of the sending and receiving Member States, the transit countries, the mode of transport, and the carrier
• regarding the shipper(s), the person(s) required to submit the declaration, and the recipient(s) :
  • Name and address of the company, telephone or fax number
• regarding the permit pursuant to Section 31(2) of the Weapons Act :
  • Date and number of issuance, issuing authority, and period of validity
• regarding prior consent from the other Member State or exemption from prior consent :
  • Date of issuance and issuing authority, description of the firearms; a copy of the prior consent or the exemption must be attached to the declaration
• regarding the firearms :
  • For firearms: number and type of firearms, category as defined in Appendix 1, Section 3 of the Weapons Act (WaffG), manufacturer’s name or registered trademark, model designation, caliber, serial number, and, if applicable, C.I.P. proof mark
  • For other weapons: number and type of weapons
• Regarding ammunition :
  • Number and type of ammunition, category according to Directive (EEC) No. 93/15 on the harmonization of the provisions relating to the placing on the market and supervision of explosives for civil uses (OJ EC No. L 121, p. 20), manufacturer’s name or registered trademark, caliber, and, if applicable, C.I.P. ammunition test mark;
• Regarding the delivery address :
  • precise indication of the location to which the firearms or ammunition are to be shipped or transported.

No deadlines need to be observed.
