The "SZ-Bad/Ost- und Westsiedlung" redevelopment project
In 2004, the city of Salzgitter set out to develop the eastern and western settlements in Salzgitter-Bad into an attractive residential address with the adoption of the redevelopment statutes by the city council on December 15, 2004.
The long-term redevelopment process included an analysis of the neighborhood (preparatory studies) to identify and then eliminate or reduce urban development, structural, technical, infrastructural and social deficits and shortcomings.
Numerous closely interlinked, structural and socially integrative plans and projects have since been realized, which have triggered a positive development of the estate and improved the image of the estate as well as the residents' identification with their neighbourhood.
Four milestones have been created with urban development funds:
Martin Luther Square, the Roxy-Helco playground, the neighborhood park at the Ziesberg School and "ARCHE 4".
Larger and smaller projects
In addition, many other larger and smaller projects were implemented: Examples include the Leo Elli playground, the "NOW-Stadtteiltreff", the demolition of Helenenstraße (former Hotel Jost) and - outside of urban development funding - the construction of a new daycare center for community needs.
With the NOW district meeting point and ARCHE 4, two important community facilities have been created that play an important role in the further development of the district and are important points of contact for people and the community.
In addition to comprehensive road renovation measures in conjunction with the renovation of the combined sewers, over 40 modernization and repair measures in the private building stock (e.g. renovation of the building façade or roofing) have also increased residents' satisfaction with their homes.
Non-investment projects such as the German course for migrants or the agency for integration and cultural guides have flanked the construction projects and at the same time made a decisive contribution to improving coexistence in the estate and its further positive development.
Neighborhood management/district office
Since the start of the redevelopment project, the city of Salzgitter has been successfully supported on site by the neighborhood management it commissioned. In the form of a tandem of urban planning (Planungsgruppe Stadtbüro from Dortmund) and social work (Diakonie Salzgitter), it was responsible for coordination, participation and information between the administration, politicians, citizens and stakeholders in the district.
Information and cooperation networks between the individual stakeholders were established in the city office on Martin-Luther-Platz and individual neighborhood renewal projects were developed, advised and supported in close cooperation. In addition, the neighborhood management was responsible for involving the many people in the east and west housing estates in the entire process with their special experiences, skills and wishes, their knowledge and their energy.
The on-site activities of the neighborhood management ended in 2020 with the originally planned end of the redevelopment measure and the associated completion of the tasks.
The municipal "Stadtteilkontor", which was established in 2018 alongside the neighborhood management, has since then and will continue to act as a bridge between the people involved in community work and the new structures to be established, thus taking on important tasks of the neighborhood management, among others. The integrated individual measures that have already been implemented have improved the quality of work and living in the district and made it a popular residential area for young and old. Another positive effect: higher or stable sales and rental prices have been achieved.
Due to the degree of implementation of the urban renewal process, part of the formally defined redevelopment area has already been released from redevelopment with the announcement of the corresponding partial repeal statute in the Amtsblatt of the city of Salzgitter on 08.07.2020.
