The aim of the preparatory studies: To achieve good housing and living conditions. One way to achieve this goal is a redevelopment process.
To this end, a preparatory study (in accordance with Section 141 of the German Building Code (BauGB)) must first be carried out for a clearly defined sub-area in a district. The active participation of citizens and owners of buildings and properties is of great importance here.
The Salzgitter City Council has decided to carry out preparatory studies for a defined area in Salzgitter-Lebenstedt around Swindonstrasse.
The aim is to examine
- whether there is a need for redevelopment and change
- and whether this area can then be designated as a redevelopment area
This is the case if so-called urban development deficiencies are identified.
Urban development deficiencies exist if, for example, public squares and green spaces or playgrounds need to be renovated or buildings in the area under investigation need to be refurbished, etc.
The participation of the people in the neighborhood is an important step in the preparatory studies: the ideas and wishes of the citizens are just as important as the participation of the owners.
Anexchange about the strengths and weaknesses of the neighborhood is just as necessary for the analysis as cooperation with everyone in the neighborhood.
The results of the preparatory studies then form the basis for deciding whether the identified deficits can be remedied with the help of an urban redevelopment measure.
With these findings, the city of Salzgitter can also apply for funding so that the proposed measures can be financed.

The preparation of preparatory studies for a possible urban redevelopment is based on regulations in the German Building Code (BauGB). The following paragraphs are important for this:
- Preparatory investigations (§ 141 BauGB)
- Participation and involvement of those affected (Section 137 BauGB)
- Duty of owners, tenants and leaseholders to provide information (Section 138 BauGB)
- Deferral of planning applications or removal of building structures (Section 141 (4) BauGB in conjunction with Section 15 BauGB)
- If necessary, enactment of bylaws on a special right of first refusal (Section 25 BauGB)
