In 2023, a rent index was prepared for the non-price-restricted housing stock for the city of Salzgitter. This is a simple rent index in accordance with Sections 3-5 of the German Rent Index Ordinance (MsV). The survey date was 01.12.2022.

In accordance with Section 558d (2) of the German Civil Code (BGB), the rent index was updated on the basis of the development of the "Price index for the standard of living for all private households in Germany" determined by the Federal Statistical Office and represents an adjustment of the local comparative rents to the price increase between December 2022 and December 2024.

The German Civil Code, Section 558d (2) BGB, also stipulates that rent indices must be updated every four years, meaning that the update procedure used in 2025 will not apply in 2026/2027. The planned new compilation, including a new survey of rent index data, is expected to be carried out from December 2026. The specific building age structure of Salzgitter poses a particular obstacle to the calculation of rent index data. In order to increase the information content of the new rent index 2027, the city administration of Salzgitter is aiming to create a qualified regression rent index instead of a table rent index for the upcoming new edition.

The updated rent index 2025 for Salzgitter will enter into force on 01.06.2025.

The simple rent index 2023 for the city of Salzgitter was prepared on the basis of a survey of privately financed rented apartments in the area of the city of Salzgitter.

Around 8,000 tenants and 16,500 owners of rental apartments in the city of Salzgitter were surveyed as part of the creation of a simple rent index. The reason for this was a change in the law, according to which municipalities with more than 50,000 inhabitants are obliged to draw up a rent index.

To do this, the city needed information on the rented apartments, such as size, furnishings and rent levels, by January 2023. The aim was to conduct a complete survey of the approximately 25,000 rental apartments in the city of Salzgitter.

The simple rent index provides a scientifically validated, differentiated picture of existing rents in the city of Salzgitter: How high is the local comparative rent? What ranges are available in the different locations? This forms the basis for shaping local rents. As a neutral and free comparison tool for tenants, administrators and owners, it helps to avoid rental disputes.

The city of Salzgitter has commissioned the Hamburg-based institute "Analyse & Konzepte immo.consult GmbH" to compile the rent index. Participation in the survey is voluntary. All statutory data protection regulations are strictly observed during the survey.
