Opponents of the project stereotypically claim that its implementation has already been decided. With the current draft resolution, Lord Mayor Frank Klingebiel clarifies the actual status of the project.

In June, he and his Braunschweig counterpart, Ulrich Markurth, submit a draft resolution to the respective councils that clearly describes the conditions, which can certainly be described as knock-out criteria:

  • The Greater Braunschweig Regional Association, in agreement with the state of Lower Saxony, cancels the priority area for gravel extraction
  • The state of Lower Saxony declares its binding willingness to provide 40 percent state funding towards the total costs
  • The state of Lower Saxony and the Lower Saxony State Authority for Road Construction and Transport agree to the construction of a second junction of the A 39 to the K 16 and guarantee 60% funding
  • Measures to control HGV traffic, particularly in the Salzgitter urban area, will be coordinated with the Lower Saxony State Authority for Road Construction and Transport and the Lower Saxony Ministry of Economic Affairs, Labour, Transport and Digitalization with the aim of significantly minimizing or even completely eliminating HGV traffic in the affected localities, and will be implemented as part of the implementation process
  • A mobility study with measures for ÖPNV, cycling and the promotion of carpooling will be developed in order to achieve the ambitious 25% share of traffic in the environmental alliance

In the event of a positive decision by the councils, the city administrations will be instructed to clarify by the end of 2019 whether the mandatory conditions, which require the binding support of third parties, are met. Only then - at the end of 2019 - will a decision be made as to whether and to what extent this project will be developed further.
