Current urban renewal areas include the East and West neighborhoods in Salzgitter-Bad, the Seeviertel in Lebenstedt, and Steterburg in Salzgitter-Thiede. The Kampstraße area in Lebenstedt has been newly added to the list. In addition, there is the “Swindonstraße” redevelopment area.
What is urban development funding?
Some neighborhoods no longer meet today's standards and are in need of urban renewal. Typical areas of focus for these neighborhoods include:
Housing and the residential environment, public spaces
Community life and social integration
Schools and education
Environmental protection, sustainability, and transportation
Health promotion
Neighborhood culture and sports
Local Economy
Safety and
Image and Public Relations
To achieve these urban development improvements, the Building Code provides urban planners with various regulatory tools. Various funding programs are currently being implemented in Salzgitter.
For example, the federal-state “Social City” program has been implemented in the Ost- and Westsiedlung neighborhoods since 2005 and in Steterburg since 2016. In the Seeviertel neighborhood, the “Urban Redevelopment” funding program has served as the basis for urban renewal since 2008.
The Kampstraße area in Lebenstedt has recently been included in the program.
The goal of all these programs is urban renewal and the enhancement of public spaces. Furthermore, the aim is to optimize traffic flow and improve the image of the neighborhoods. Residents are encouraged to develop a stronger sense of belonging to their surroundings.
"Socially Integrative City" funding program - "Social cohesion"
The structure of urban development funding was fundamentally overhauled in 2020. The previous "Socially Integrative City" program will be continued and developed in the new "Social Cohesion - Shaping Neighbourhoods Together" program. The objectives of the program continue to be to increase the quality of housing and life as well as the diversity of use in the neighbourhoods, to support the integration of all population groups and to strengthen cohesion in the neighbourhood.
The funds are used for investment and investment-related overall urban development measures to stabilize and upgrade urban and local districts that are significantly disadvantaged due to the composition and economic situation of the people living and working there. More information can be found on the websites of the Federal Ministry of the Interior, Building and Community and the Lower Saxony Ministry for the Environment, Energy, Building and Climate Protection on urban development funding
Urban redevelopment funding program - growth and sustainable renewal
The urban redevelopment program expired in 2019; the successor program is called "Growth and sustainable renewal - shaping liveable neighbourhoods".
Important funding objects of this new program are urban redevelopment and the reuse and interim use of industrial, transport or military wasteland, including changes of use, as well as brownfield development, in particular to support housing construction.
The City of Salzgitter's new guidelines for the promotion of private modernization and repair measures on buildings as well as measures to improve the living environment
As an important component of all urban development measures currently being implemented in the city, the city of Salzgitter also supports modernization and repair measures within the meaning of Section 177 of the German Building Code (BauGB) on private buildings and measures to improve the residential environment by granting a subsidy within the framework of the annual urban development funds available and budgetary availability.
The aim is to achieve a decisive improvement in the urban design of the respective neighborhood in terms of the appearance of the building fabric and the residential environment and thus to increase the attractiveness and quality of the residential area. The active participation of residents in the urban renewal process also creates a sense of identity and strengthens awareness of the neighborhood. Funding for such measures is therefore in the interests of both the city of Salzgitter and its residents.
The specific funding modalities can be found in the "Guidelines of the City of Salzgitter for the funding of private modernization and repair measures on buildings and measures to improve the residential environment within the redevelopment areas of the City of Salzgitter" adopted by the City Council.
Important prerequisites for funding are that the property is located within the respective redevelopment area, the property or the building has urban development deficiencies/deficiencies, the measure has not yet been started and the financing cannot be funded or financed by own funds and/or other external funds or subsidies (grants or loans, e.g. from KfW Bank).
The promotion of modernization and repair measures is carried out within the framework of public law contracts with the owners.
The City of Salzgitter's Urban Redevelopment and Socially Integrative City Department will be happy to advise interested parties.
Funding Program for Disadvantaged Neighborhoods in Salzgitter:
The Salzgitter City Council has adopted a new guideline to support projects and initiatives. The goal is to strengthen civic engagement and the sense of community. In addition, the program aims to revitalize disadvantaged neighborhoods through urban development. An informal application may be submitted.
Why is there a new funding program?:
In Salzgitter’s 31 city districts, there are many neighborhoods with socially vulnerable groups of diverse backgrounds. Social disadvantages arise from poor housing quality, a neglected living environment, and inadequate infrastructure. Furthermore, a lack of employment and/or low incomes among the residents can have a negative impact.
For these disadvantaged areas/neighborhoods in all of Salzgitter’s districts, there is a new funding program called the “Guideline for the Funding of Measures Requiring Increased Action,” for which interested parties can apply with a project or initiative (see below).
What kinds of projects or initiatives are funded?:
Funding is provided for individual initiatives and projects that have one of the following objectives:
Promoting community life and civic engagement
To foster a sense of belonging to the neighborhood
Enhancing the cityscape
Improving the quality of life
Revitalizing the district/neighborhood
Strengthen the neighborhood’s image
Promote integration
Fostering a sense of community in the neighborhood or district
Preventing social disadvantage
In addition, the projects should be meaningful and cost-effective.
Funding may be granted in particular for:
Measures involving capital investments, such as the purchase and installation of trash cans, bike racks, playground equipment, or signage. Measures that are not capital investments but rather social integration initiatives or intercultural initiatives, such as recreational activities, creative workshops, neighborhood festivals, etc.
Who can submit an application?
All citizens and/or organizations/institutions may submit an informal application (including a detailed description of the proposed measures and a cost and financing plan).
This informal application must be submitted to the Department of Urban Redevelopment and Social City (Joachim-Campe-Straße 6-8, 38226 Salzgitter; email: stadtumbaustadt.salzgitterde

For more information about the grant program:
Within the limits of its annual budget, the City of Salzgitter provides funding in its neighborhoods, primarily in socioeconomically disadvantaged neighborhoods, upon application, measures to prevent the emergence of social hotspots, as well as for structural improvements and urban revitalization, to ensure social cohesion, and to promote social participation.
The goal of this funding is to use specific measures to help strengthen civic engagement and improve quality of life.
The City of Salzgitter supports initiatives in all neighborhoods that have a positive impact on the community.
Important: Projects and measures that have already received funding through established funding programs—such as the Discretionary Fund—cannot be funded a second time under the new guidelines.
Applications are submitted informally to the Department of Urban Redevelopment and Social City and must include a detailed description of the measures as well as a cost and financing plan.
Applications are processed in the order they are received until the funds allocated in the budget have been exhausted. The application’s eligibility for funding is assessed based, among other things, on social structure indicators. The City of Salzgitter decides on the type and amount of funding within the limits of available financial resources.
