The focus of the refurbishment process is on the sustainable qualification of the residential area by upgrading the existing buildings.

This means that the buildings, most of which were built shortly before or after the Second World War, are often in need of energy-efficient modernization or barrier-free refurbishment.

As part of the participation process, the owners also identified the need to modernize or repair the spaces between the buildings and green areas. Further measures in the streets and public spaces will be implemented wherever possible.

Due to the formal designation as a redevelopment area, property owners have the opportunity to receive financial support for the redevelopment of their property and thus not only actively contribute to the success of the redevelopment, but also benefit personally from the redevelopment process.

The support is provided in the form of indirect support through an increased tax write-off option for the refurbishment costs.

In order to be eligible for funding, a contractual agreement must be concluded with the City of Salzgitter prior to the start of the measures and a certificate (subject to a fee) must be applied for from the City of Salzgitter after the measures have been implemented and issued by the City of Salzgitter for the tax office.

In accordance with Section 7h of the German Income Tax Act (EStG), the costs of such measures can be depreciated up to 100 percent over a period of up to 12 years (eight years at 9 percent and four years at 7 percent).

In the case of owner-occupied residential property, Section 10f EStG applies (10 years at 9 percent each).

In the report on the results of the preparatory investigations, the commissioned planning consortium ("plan zwei" and "Planungsgruppe Stadtbüro"), with the involvement of residents, stakeholders and owners, identified urban development deficiencies in accordance with Section 136 (2) BauGB for the Swindonstrasse investigation area.

This is characterized by functional and substantial deficiencies in certain areas: in particular, the varying state of renovation of the detached and semi-detached houses, the condition of the green and open space structures and the traffic areas cannot adequately meet the needs of the residents in the neighbourhood.
